Hardcore gamers right bro, just keep going in and out of the area and he will show up...just be sure to equip black belts because he casts stop and you will wail on him in no time.

No you didn't miss'm just keep entering and exiting the screens took quite a while for me and very great game. Also note that he only appears when the rain is at its strongest otherwise the area he appears in is occupied by lv.37 Silicon Tortoises if you need more details email me and I'll try to get back to you.
