There is no law to prevent people having a party or playing music to anytime of night/morning if they in there own home. No time restrictions at all (there used to be a law after 11pm but that is no longer in existance). The police will not get involved in Domestic noise complaints, as they have no power. If the neighbour is bothering you then report to your council and they will direct you to Noise Team/Enviromental health. If you live in a 101 area visit www.101.gov.uk they can take the details also. Also if this happens regulary, keep a diary (a basic one, times it comes on/off, what the noise is etc) and then when you contact Noise Team they will have something to build your case with.

If he's having a loud party at 5:20am you have every right to bang at the walls! its called common courtesy, but its unfortunately gone out of style. It could technically be considered disturbing the peace
