There are 2 men, both are 100% qualified for the job, Why is it that if one is black, the white man will almost always get the job, unless the black man is about 20 times better than the white man?

Because even before anything else is considered, the fact that one is white makes him about 30 times better than anyone else who isn't! That is what the white man has made the world believe and everyone has conformed to it.... including the black!

Maybe the white guy is more personable?
I used to do hiring for a store I managed, and one time I had only three applicants for a position. Two white and one black. Of those, the white girl and the black girl both were equal in terms of previous experience, availability, requested pay, etc. But I chose the white girl because I thought she had a better attitude. The black girl struck me as being the type to smart off and not get her work done.
Not saying that's always the case, but it's certainly a factor. An employer shold chose the person s/he feels will best get along with the existing team.

Because it is a white man's world - and let me explain. We all know that racism or racist behavior is everywhere. So a white man will be hired on the most part over any other race/creed/nationality, for many reasons from the guy hiring is white to a company thinking they will make more money if the salesman is white since more people may be inclined to do business with a white.
Same goes for females, a black male will likely be hired over a female. It is a man's world.

that might have worked 10 years ago but now its the other way around!
the southern states seem to have more of a problem.
the answer is you have to not only be qualified for the job you have to be
1. dependable
2. have a good work ethic and attitude
3.work well with others
... and much more its not what qualifications you have on paper or your color, if you are pleasant and likeable and are a benifit to the company you are applying for you will get the job what ever color you are. They have a business to run thats the first thing on their minds they dont realy care about you.

(just presuming for the moment that the language "black man/white man" is not offensive in your country, though it's out-of-date and offensive in mine) ..... yes, it's a bummer that people not born of the dominant class benefit in many ways, including in employment such as you describe BUT I worry that if black men got jobs as easy as white men then white men would make music as easy as black men. I dunno what comes next in the series of jazz, blues, rock'n'roll, hiphop, rap but if I was a boss I'd give the job to any pimply, overprivileged, underskilled whiteboy if it meant the next big cultural growth ain't haunted by the ghost of Pat Boone!
