i would say Syberia!! but mt.baker in washington state holds the record for most in one year

On high mountains close to seas and oceans.

For snow there has to be evapouration of water from bodies of water, primarily the seas and oceans. The wet air mass then has to be cooled for the water vapor to turn into snow and this occurs best when the air is forced upwards by mountains.

It would seem sensible to assume most snow fell in places like Antarctica but because this is a huge mass of ice, most of which is a long way from the seas and oceans, the air is very dry and it only snows a little.

Most snow falls in the mid to upper latitudes of north USA, Canada, China, Europe and Russia/Siberia.
