Don't feel dumb ... UC Berkeley's mail system is rather puzzling to outsiders. Essentially the entire campus has one zip code, so the US Postal Service knows to send the letter with that zip code to the UC Berkeley Mail Services. From there, all mail is sorted internally, primarily based on the 4-digit mail code following the zip code. If you follow this format, you can be sure the letter is delivered to the right person:

Individual's Name
University of California, Berkeley
Department/Office Name
Berkeley, CA 94720-4-digit mail code

You aren't dumb, and I'll have to admit I feel that way now. I was all ready to tell you that you had the name of the department wrong, since Scandinavian is an adjective, and it had to be something like Scandinavian Languages; then I looked it up, and you are right! So yes, if you send the letter to that address, it will reach her.
