do the dust in the vent have any thing to do having little heat return.

it is possible that dust could hinder air flow. by vent I assume you mean air supply or return? the vent is usually refereed to as the escape route for the combustion air flue. that would have nothing to do with heat return. the majority of the time the air flow problem would be a clogged filter or a clogged A coil (the part that the freon lines connect to). to fix this is really not a diy project unless you know what you are doing.

Not necessarily. Check the heat supplies for 'Dampers". They can be adjusted to handle the air flow. Its a DIY project.
Once you locate the dampers, turn on the blower and let run while you make adjustments. You can place a tissue (as in kleenex) over the heat vent and see how high it blows. That will help you adjust the air flow.
Also make sure you have a clean filter. Dirty filters can affect air flow.

what kind of heater? heat pump? forced air? are your filters clean? remove access panel remove filters, they should be near the coil. remove. vac & wash reusalbe filters or replace the disposable type. if you have a heat pump system, you also need to vac the coils. a soft brush on the end of a shop vac works well. look under the coils for the drip pan. clean it.
