No, it's never safe to have unprotected sex. Your chances aren't even even smaller at that time, since most women ovulate about 2 weeks after the first day of their period, and since sperm can live up to 5 days, that would put you into the fertile time period.

NO. Take note the 5 days before and after. after the 5th day is already safe.
