It cannot be done. The level at which one is considered "Impoverished" will simply be raised to a higher standard. Their always have been and always will be people in the lowest 10% and those who have more. Education is the most affective means of raising a person's economic status. This will not work for everyone, since everyone's metal copacity is different, but in general, the best way to raise the overall economic status is through education.

Decades of good economic growth, and lots of investment in roads, schools, clinics, utilities. Free Markets growth at the basic thru tax mechanism, and agricultural reform to use the latest crop technology to produce higher yields so that there more food for the whole population. Open up certain sectors of the economy that the government would not really do a good job of providing opportunities for like telecommunications, automotive, food stuffs, construction. Yet, use capital controls on hot money coming to prevent investments that are less than 6 months. Try to concentrate on buildings, textiles, ship building, railroads, and focus on competition more than privatization, and don't follow the IMF rules too closely, and find new creative ways to monitor the standard of living of the poorest populations, and concentrate on improving access to education, water, health care. Robin hood doesn't work as well as having goals to increase the amount of the food available to the poorest, and raising the education level of the population as a whole. There no one way to go about reducing poverty.

Good question.

But you miscalculated Rs 11.
You shared the "currency and coins" but not the wealth.

If we need to share wealth each one of us would get $705 per year(GDP (nominal) per capita).
