She does not do this in a sexual way. It is more like she is judging me for having a nice figure. Even when I am dressed ultra-conservatively she still looks at my butt. Have you ever experience this or know anyone who has?

Maybe she's impressed. You know you've got it going on when another woman keeps finding her eyes on your body all the time. Consider it as a discreet compliment. I have experienced this some when I was in school and I have also been the woman who can't keep her eyes off a time or too. I don't know of anyone in particular who has been through the same situation as you.
