Through the notion of Direct and Indirect effect. I did this last year in my law degree. i cant remember the cases, i can look them up if entiely nessessary, but i wont at the moment.

Direct effect = When a Member state (MS) hasnt implimented a directive or regulation and member of the public can claim that the rights given by the EU but not available under MS law is dirctly effective, and so must be granted by the MS

Indirect Effect = Similar, but the general public can not use it, only the public sector
