Mine didn't, but it should have been! Nobody wants to walk around campus and walk 20 minutes to get to class in -30 degree weather!

Eastern Michigan University didn't close

No. I live in Michigan and only our elementary, middle and high schools closed because a lot of our school districts don't have school busses, which means that a lot of the kids (the little ones especially) would have to walk God knows how far to get to school in this subzero weather. Even with the schools that have busses, not all the kids take them, depending on what which zone they live in. Any more than a city block is too far for those kids to walk in this weather.

College students generally live on campus, or drive to school. Aside from that, unlike the grade schools and high schools, you can choose not to go to your classes. The law mandates that the primary and high schools go to class, unless they close the schools down.
