One country comes to mind - CHINA.

There, it was, don't know if it still is, ILLEGAL to have more than one child per family.

Results could be fines, and discriminated against not only by your neighbors, but also at work. Passed up for promotions, no vacation and NO state medical care for that child. (In China, the predominant medical care is state medical care, it being a communist country.)
