I believe your mixing characistics of two different characters.
Elmyra Duff from Tiny Toons is the "im gonna hug him and love and name him..." and Mindy is the "nice lady" character.

Elmyra Duff is a female human fictional character from the 1990 series Tiny Toon Adventures based superficially on her name derivative, Elmer Fudd ('Elmyra' being a female form of 'Elmer' and her last name, 'Duff', as 'Fudd' pronounced backwards).

She is quite young and obsessed with animals and cute things, usually causing great discomfort or serious injury to potential pets from her overenthusiastic affection. This is in contrast to Elmer, who despite being well armed with actual intent to violence, is unable to pose a threat.

The two share a distinct similarity in that both hunt animals; while Elmer hunts them for sport, Elmyra hunts them to love them to death (sometimes literally). Curiously, at least once, Elmyra was shown to be bald like her inspiration, and wearing a wig.

Mindy, of Buttons and Mindy are characters that were regularly featured on the animated children's television show Animaniacs. Their segments centered around three characters: Buttons, a heroic German shepherd-type dog; Mindy Sadlier, an accident-prone female toddler; and Mindy's mother, who was often referred to as "Lady" by Mindy.

Buttons and Mindy was a part of the Animaniacs series.- a heroic Lassie-like dog (voiced by Frank Welker) and the accident-prone baby (voiced by Nancy Cartwright) he is sworn to protect. The comedy of their shorts is based on the premise that, no matter what, Mindy always ends up exactly where her mother leaves her at the start of the skit, having narrowly avoided death a half dozen times, while the heroic Buttons gets berated for some minor damage he causes (i.e trampling a flower bed) while trying to keep Mindy alive.

I hope this helps.

It's Mindy, the little baby girl from Animaniacs. She had a dog named Buttons who always trying to keep her safe. It's not Elmyra because she was on Tiny Toons and she was older. Mindy said "nice lady" and " ok, I love you bye-bye". Elmyra was the little girl equivalent of the Abominable snowman that use to bother Bugs and Daffy. Like him, Elmyra wants a pet and says "i'm gonna hug him and squeeze him". Hope this helps.

actually if i'm right thats two characters one being mandy and buttons, little girl and dog, she always called her mommy nice lady, and she is from animaniacs, the other one is elmira from tiny toons, and she did the hugging and squezzing. besides the big red monster from the real bugs bunny cartoons.
