Casca is very disturbed by the unnatural things that he has witnessed during the storm: such as a man on fire, but not burning; or a lion walking about in the streets, but ignoring people. Casca feels sure that all of these are signs of something terrible about to happen. But, while by himself and with Cicero, Casca does not place any specific meaning on the storm.

But then Cassius joins Casca on stage, and his reaction to the storm is very different. Cassius has already made his mind up about Caesar, and he interprets the storm as a warning to the Romans that, by allowing Caesar to take power, they will be accepting a "monstrous state".

What does this tell us about Casca and Cassius?

CASCA: A worrier; an indecisive man; a follower, not a leader; although he is opposed to Caesar, he only considers violence against Caesar after Cassius persuades him; but he does not need much persuading.

CASSIUS: A completely unscrupulous opportunist; he uses the storm as evidence that Caesar is a threat to Rome. His hatred for Caesar is based less on idealistic love for the Republic than on his own ambition. Cassius has absolutely no integrity.

Personal aside: Cassius was a Roman Senator. But his character would fit perfectly as a US Senator today.
