well u need makeup base.. a real good one..dun go 4 da cheap brands..get mac eye makeup base or loreals pretty good too :) hope dat helps

After applying eyeliner or mascara (eye makeup in general), use your compact or whatever skin-colored loose powder you have on hand to dab on/apply under your eyes. I've found that this doesn't solve the problem in full, but the loose powder will keep smearing and running eyeliner in check. Hope this helps!

Use an all day wear foundation like Revlon Colorstay. Also using the colorstay eye make up is an additional bonus.

Wear water proof makeup and dont put yourself in situations where you sweat. Also if your eyes water a lot just use eyeshadow. Runny makeup is not attractive=[ sorry

spend the extra money to get higher end make up, try sephora if you have one in your area and have the people there help you

the best thing to do is buy waterproff makeup.
That's all i can think of that would work.
Or just don't sweat/cry/get watery eyes...but that's pretty hard. lol

Use powder across your lids, and under them. Apply your shadow, mascara, etc, and coat again (once it's dry) with powder.
