Depends on what you mean, natives of Africa would be considered black, for the most part. But natives of Northern Europe, decidedly not. Most of the groups who are usually refered to as "native people" are not considered black, they typically have their own term on the check boxes.

Anyone who is born to a country is considered a native of that country despote their skin coloring .
So if you are born in Australia of resident Australian parents be they naturalized or just permanent residents you are then a native Australian.
The Australian aboriginees ( often refered to as the natives) whilst considered the indigenous people of Australia,are in fact natives of Polynesia by heritage and DNA testing.
