Okay so my moms sister had been abused and raped by her husband and when she had cancer he didnt give her pain reliver pills.Eversince she died he remarried two months after and hasnt been taking care of the kids.Today when his son Dave lied about doing his homework Mark(The abusing husband)kept hitting Daves legs until the flesh came out and kept hitting his hand with shoes that had spikes of them util Daves hand was full of holes and Dave is only 10!The other son begged to stop him,but he woudnt listen.He always treating them like dirt and never feeding them.This is all in the philippines and my mom cant call the philippines because shes all the way in America and my aunt wont do anything because she doesnt wanna get involve.How can we put him into jail?

They are doing it in Phillipines, You are in USA. their father and they are probably philipino. You cannot do anything. But some NGO operating for human rights and child abuse in philipines might be able to help you out. Search out for them. And transfer the knowledge you have about what is being done to them. Provide them with the addresses and all the related information.
Your priority for right now should be to save the children from all that abuse and not put the man behind bars. Because if you start your proceedings with the intention of punishing the person then you probably will loose it all.

From Expiernce: Having police reports will make this situation better for the family. Without documentation of this abuse whether it be from the police or social services this guy isn't going to get anything. Document and report. Good luck.

It all depends on the offense, if a child commits a crime for example murder, they can actually be tried as an adult at a young age. There was a story a few months ago, I don't remember the state but a twelve year old boy committed murder and was being tried as an adult.

You can call your local CPS (Child Protective Services) and let them know what is going on. If anything, they would be the ones to call. I wouldn't put it off. The kids are in danger.

You can call the Phillipenes from America, just get a calling card for asia (you can get them at your local liquor store) and then call the phillipeno police, and have them arrest him.
