You can't really *buy* a PHP site, per se, but almost any host supports PHP. Go with one of the biggest ones if you want good customer service and reliable uptime. Don't skimp on price... if you pay $5 a month you will get terrible customer service. Some affordable, respected hosts include:

For bigger sites that require more server power and care:

To get someone to build it, you should try a site like http://www.rentacoder.com/ rather than getting contacts through Yahoo Answers (even though I myself am a developer). Those sites have a structure that intrinsically prevents you from getting ripped off.

If you mean, you want a Web host where you can create your own PHP site, or have a bunch of pre-installed stuff you can start using / hack, go with Dreamhost:
