Civil liberties are rights that individuals have against government and Civil rights laws generally include a list of characteristics that cannot be used to favor some people over others: race, religion, gender and so forth.

There isn't one, but the phrase "civil rights" is often used specifically to refer to the civil rights movement in which the U.S. system of racial segregation or apartheid, which had restricted the civil liberties of African Americans for centuries, was formally abolished.
