To do it properly and safely, you need moulage which is a jelly-like substance that is costly but can be reused repeatedly. It melts at low temperature over a hot water bath.
The person must have their hair (eyebrows, facial hair, head hair) greased, usually with vaseline petrolium jelly to keep the hairs from getting caught. Large straws are placed in the nose for breathing.
The moulage is applied with a spatula and sets quickly. Always check it is only warm before applying. Do the face above the nose, the cheeks, chin and mouth first, the nose last and work as quickly as possible. The person must trust you to avoid panic. You must tell them that if they can't stand it, they can peel it off.
When the moulage has set, a layer of plaster of paris backed with plaster gauze is added because the moulage is somewhat floppy if unsupported. It helps if someone else is available to mix the plaster so it is ready the moment it is needed. When the plaster is firm, remove it and then the moulage and set the moulage in the backing. Have someone help the victi -- subject clean up. Prepare new plaster and pour the positive in the moulage mold.
Do NOT apply plaster directly to the face or other skin. It gets hot as it is setting and it shrinks, which can induce a lot of panic. Depending on how thick the plaster it, it may get so hot that it burns (reddens with 1st degree burns.) It is very uncomfortable.
If you think not, try it on your own hand.
If you can't afford moulage, there are some specialty low temperature waxes used for casting that may melt about 100-110F that can be used with care.
