It is much like a mailing address, If your not in the UK you can't 'have a UK mailing address. But you still send it to the same UK address no matter where in the world you are sending a letter from.

Essentially, all the addresses are universal. It's just a matter of if you live in the UK, you can buy .co.uk, .com, .org and .net domains. For example if you live in Canada you can also buy .com, net, .org, .ca addresses. Where you live in no way affects how you get to that site. No matter where in the world you are, if you want to go to mywebsite.co.uk, it's the same. Thhe thing is, where you live limits what addresses you can register in some situations. You may have to be a person living in, or company with a office in the UK to register a .co.uk domain. There are exceptions that are notable, that depends on the authority who administers a TLD (Top Level domain). For example the .tv domain belogns to a small Pacific island nation of Tuvalu. They have mandated that anyone in the world can buy a .tv domain, regardless of location.

So, in short teh address is the same wherever you are, it's where you have to be to reserve a name for your use.
