her's the problem.,,, he is always downloading things and making my internet speed connection really slow,, i was wondering if is there any available software that can limit the rate, or speed of his downloads so i manage his speed limits ,, help wouuld be really aprecitate

On a standard "shared" conection where there is no "server-client" relationship between the computers...your stuck.

If you have a "server-client" LAN setup, then it is possible to regulate the "client" side of transfers with server configuration.
