This is a very good question!
I think EVERYONE is born with the ability. But some are born with less of the "hormones" or "energy" or whatever it is that helps you suppress it. (Or more of whatever strengthens this ability.) It is said that humans use less than ten percent of their brain power! Natural telepathic ability and self-healing are some of those brain functions that need to be honed!
Our society will not accept the idea of this ability yet. Even those who are born with an excess of the ability, "socially" learn to suppress it! Some psychics really are! They have become (if not fakes) tired of suppressing their natural ability.

To start, Before anyone was born they where created in the spiritual realm. In this realm all is known as absolute truth.
We come into life new or reborn, without absolute truth. This plane is for growth and experience. But for some reason, some can recall some of the truth, or posses the abilities to tap into the spiritual realm.
As for coming forward to claim a prize, Why would you. Money causes more problems then it has ever solved. If you can tap into absolute truth, all that money is paper. Greed can be powerful , only if you don't know what it will do.
If you come close to death and return you have been in the presents of absolute truth and it may linger with you for a while.
Ignorance can be Bliss, just ask any child .

I believe that we are all born with psychic abilities. The mind is a magnificent thing, and we still don't know half of what it is capable of even though there are a lot of "I know it alls" out there that just come up with a definite "no" answer for you. While growing up we are not allowed to let these abilities develop and they become buried. If you don't use it, you lose it. Children "see things" and are told they are just imagining it. What gives adults the right to be so right and the children wrong? There is a lot out there that we don't know about and probably never will. I'm sure someone out there knows what you can do to tap into these suppresed abilities and help you develop them.

It does seem that some people are more sensitive than others with receptive psychic ability. It also seems to point that it does seem to run in families as certain abilities seem stronger with some families than normal. Children also seem to have a heightened ability to connect psychicly with the World around them.
There are many self-help psychic books, the problem is they worked for the author but may not work for you. I would suggest checking them out from the library and committing yourself to each book or method.

We all have the ability to use psychic "powers," including telepathy. It is believed that hundreds of years of suppression of these abilities has caused us to block out that part of our being, but it is still there. We are all born with it and it depends on our surroundings as to whether or not it develops early on. For example, a psychic is more likely to have a psychic child than is a person completely against such things, but that's not because it is inherited - it is the cues our parents give us. The best way you can discourage a child from using and developing their psychic abilities is to tell them that it doesn't exist. That's what's happening to many children in this nation, and hence we have a lot of psychic people walking around completely blocking out their abilities.
Time and practice can bring back these natural abilities. Find some good books, read up, practice, and I'm sure that over time you'll see your natural abilities blossom.

We are all born with the ability to read, or predict the actions of others. Those whom we are closest to, we form sensitive bonds. There are also certain emotions the more sensitive can pick up, easily in others. Those sensitive people are also adept at reading even the slightest nuances in body language. But to actually come into someone's mind and know what they're thinking is something very different. It is a rather good thing that telepathy in its purest sense, does not exist, because if it did, complications of the worst sort would arise. For example, those with the ability to read the thoughts of others, would be exposed to all kinds of secrets and emotions, they did not necessarily want to know. It would be embarrassing, to say the least. Sort of like accidentally walking in on someone else's private conversation, and hearing something humiliating or dangerous. To those whose minds would be read, it would be a blatant invasion of privacy. And possibly a way to commit identity theft, and other crimes. In other words, it would be pure psychic hell for both telepaths and regular people.

We are all one - aren't we? Meaning that we all have this latent ability of telepathy.
We are primates. Thousands of years ago this was our only form of language. Speaking only became used to warn, scare or bring joy (such as laughter) to others.
Then speaking became the popular choice of communication. Because we didn't use telepathy, the gene for this has become dormant in our dna makeup. Think about it, scientists say we only use 10% of our brains. And there are dna strands that are scrap, meaning they don't sequence with other dna's. Could this mean that these dormant dna's are our telepathic abilities, and other phenomena such as clairevoyancy, clairesentient, etc.?
People who accept this phenomena find that they can use it freely. ..such as psychics.

Tesla had a theory about telepathic powers, he thought that it was to do with brain waves. Another thought is that our bodies pick up a certain amount of electrical current and based on our bodies chemistry some are more responsive to it. There is also the theory that it is an angles and demons thing, that demons can communicate to us and also that God can allow communication from those that are dead, as in the story of Saul in 1 Samuel 28 from the Bible.
As for I we are born with it, that completely depends on what you think it is.

I was raised to believe in this type of thing and when I left home at night as a young person to go home to my appartment ( we had no telephone) - my mother would tell me to think really strongly when I got home "I am safe - I am safe" and the next day she would tell me she got the message. My dad told this story of how he was 30 miles on a job and got this sudden urge to go back to the house in the bush where mum was staying and he ran right in the door and yelled "Where's the snake" and mum was sat up on a wardrobe having seen a black snake come in the house.
I was home once lae at night and got this absolute urge to go to my parents home and my brother had appendicitus and was being rushed to hospital.
I think that we all have the ability to sense things around us and I think that 50 years ago people were more intune with ESP and telepathy then but with the advent of TV and computers we have lost touch with this sence. There are lots of books around that have exercises on developing this skill and I think its a great skill to have. Even today I can sense when something is wrong with family members and my hunches are always right. I have also used this intutitive thing to keep safe and I always tell my children to trust their own instincts and feelings and to tune in to things around them.
