The purpose of the programming language is to make it easier for humans to get computers to do stuff. Programming in binary is nigh on impossible, assembly is a little easier, C++ is a little easier than that, Java is even easier, and Python isn't so much a programming language as a scripting language. Low level languages are more difficult, but potentially more powerful than high level languages. So the purpose of the programming language is to provide an interface between the programmer's brain and the computer.

It means the purpose of the language. Is it a list processing language, a business language, a mathematical or statistical modeling language. The purpose of the language helps you choose which one to use when you have a particular problem to solve.
