When I turn my computer on and click on Internet Explorer before it's ready, it doesn't connect and I have to reboot and try again. How do I know when it is ready?

once your computer is booted it should be instant. You should have an icon with 2 small monitors and when you put the cursor over it there should be a little box pop up telling you the connection speed and status
if your using xp you should get a message telling you that you are connected

there is a icon at the notification area next to the clock. It will tell you if a network is detected , if not click on the icon to refresh the search. Select the network you want to connect and click connect.

In windows Xp go to network connections, it will show when your connected to the Internet.

first you shouldn't have to reboot second look in the lower lefty hand corner of your screen and look for the wireless symbol if you connected it will be green
