It is true that the earth and moon are getting further apart - not sure of the exact distance per year. It is quite small comparatively.
Regardless, there is noway to know what the rate of separation was 3.5 b years ago, if the earth even had the moon at that time.
Scientists have determined that the moon is "about"the same age of the earth, but there are several theories about how the moon came into existence. One suggests that the moon ripped away from the earth where the Pacific Ocean is.
Another theory is that is was just a clump of rocks that circled the earth like the rings of Saturn and gradually coalesced into the moon.
A third theory is that is was a near miss object (comet, asteroid, planetoid, etc.) that was captured by the earth's gravity as it passed the earth
But this is getting away from the question. If it's any consolation, the earth is moving relative to the sun as well.

I'm not sure about 3.5 billion years ago, but 4.5 billion years ago is right around when the moon was formed. The moon broke off from the Earth after a mars-sized object smashed into the Earth. So, more than 4.5 billion years ago the moon was part of the Earth.

Yes, it is true. We can measure with lasers, the distance between the earth and the moon. (The astronauts left mirrors to do this on the moon.) Every year, it gets about 3.8 centimeters (1.5 inches) further away.
But that doesn't mean that it was moving away at that rate for billions of years. At least one science has figured that the moon was 14% closer 2.45 billion years ago.

i have heard that the moon came from a piece of earth when a comet hit
