Yes i think he is allowed to give you money as long as he is not being forced to.He can either send it through the bank or Western Union.As long as its heartily given,why not?

u can only send it thru a bank or if u have an account, western union can send to ur account. money cannot be sent on individual name or to individuals without account.
either way the transaction has to be routed thru a bank account...
hope our poor indian is not forced or told a sob story to send the amount.........
