a. You need an Analemma to do this question.

Sun Angle = 90 degrees - (angle of elevation (+ or -) Declination)
Sun Angle = 90degrees - (54 + 23.5)
Sun Angle = 23.5 degrees

you get your declination from an Analemma.

b. It would be on a southern horizon. (check any analemma)
