No, Shaikh Khalifa is the president of UAE. Work visas and residence visas will be approved by the concerned authorities of Labour Ministry and the Immigration Departments.

If your are talking about the Sheik of Abu Dhabi Sheik Khalifa bin Al Nahayan the answer is - NO

There is also not just one person approving visas. Visas have to be applied at the Immigration and Naturalisation Department of the Emirat where you want to go.
