In tubes, you cut off about half an inch of the surface of the lipstick. I assume you could do the same with pans or palettes in theory, but that would depend on the amount of lipstick in the pans or palettes.

If there isn't enough lipstick in the pan or palette, you may have to throw them away.

You can use the plastic part of a Q tip and just scratch out the top of the lipstick and then you can use a cotton ball with a little bit of alcohol to clean it one more time.
