This law you are talking about DIDN'T pass. They were trying in 2001 to make it that people born after 1990 couldn't drive until they are 18, but it didn't pass. They can drive at 16 just like before. It's the same with 1992. This is true at least for the west coast states, like cali, oregon, washington, nevada, and possibly new mexico.

Check state laws. a Lot of states have a Graduated licensing Program (GLP), North Carolina is an example. You can get your license at 16 if you have completed a year with a permit and pass your driving test. If you never got a permit, you have to wait until age 18 to take the test.

it depends what state you live in. i live in illinois and the driving age is 16 with a certain # of hours done before u get your license but now in illinois, ya gota do double the hours. it all depends where ya live
