No, it is not. It is a set of clearly written laws.
As soon as one decides the words of those laws do not mean what they say, then there is no longer any controlling authority and the political servants are free to do whatever they decide the law allows at any given time.
We sometimes allow Government to behave outside those laws in order to uphold its primary mission - to defend the Right to Life. Our Declaration of Independence explains exactly the purpose for which our government was created - to defend the Right to Life, then Liberty, then Pursuit of Happiness. They must be defended in that order since without Life the other two are lost anyway.
Therefore, Government has occasionally been given permission, in dangerous situations, to behave outside Constitutional restrictions only in a manner that would directly address the threat and that would be revoked once the danger passed.
The Patriot Act is NOTHING compared to the powers of Government during WWII. During that war, a person could be arrested for merely speaking of military operations. "Loose Lips Sink Ships". Can you imagine how much screaming there would be today if they did that?
That 'living breathing document' BS has allowed Judges to make up whatever they feel the law should say instead of doing their job by ensuring what the law DOES say is OBEYED.

What do you mean living and breathing. I haven't seen Constitution walking around talking to people (sorry, I'll try to be more serious). If you want to know about the Constitution, it is a group of bills and amendments, and it has an elastic clause. It is able to be expanded upon, and it was made short and sweet for just that purpose, to be expanded on. It was written to grow with the nation, I think the fore fathers knew America would be around for a while, and they seemed to have great insight on how the nation would run. Of course, the Constitution wasn't the first law of the land, the Articles of Confederation were first and they didn't work out too well. If you have time research the Supreme Court. In there decisions it was frequently described as that. And yes it is. It gave life and was the true birth of our Nation. In it's conception it breathed life into Democracy. Prior to that Democracy was mostly a thought.
