As the other answerer has said, pick something you know. You don't necessarily have to be an expert - your teacher will be grading on the accuracy of the information and whether or not people learned something when you were finished.
Make sure you set out what the learning objective is first so that your speech will be tightly defined (i.e. the purpose of this speech is to provide you with the basic skills in fixing a flat tyre or to provide an overview of how a bill becomes a law on a national level).

That should all depend on you. At least the easier it will be. Pick a topic you know alot about, maybe a hobby or something to do at work or play.

do a speech on the fair-tax. easy to research. just pick up a copy of the fair-tax book by Neal Boortz. then for extra numbers, just look at the garbage our current tax code is.
