If it only turns white when the turtle gets dry, it's not a vitamin deficency.
Does the tank get crusty white stuff if you let the water level get too low? Does your area have "hard water"? Meaning there is lots of minerals in your water which dry out making white crust.
Call the water department and ask if you have hard water. I bet that's what is wrong.
Cheers.

He might be getting ready to shed those scales, or they might be covered with a think layer of fungi.

If the whiteness seems to be under the shell, it is the first one. If it seems to be a thin growth ON the shell, it is probably fungi or something.

If shedding- it will shed and go away.

If fungi...
- Double check your basic cares- especially tank size, temps, UVB light, etc. A good site for this is http://www.austinsturtlepage.com
- Clean the tank well
- Gently scrub your turtle with a salt paste and something like an old toothbrush to remove as much of the growth as possible.
- Rinse and dry the turtle
- Swab the area with a skin cleanser like Betadine solution.
- Keep the turtle in a warm (NOT HOT) dry place for a couple hours. Make sure it has a place to hide. A simple plastic tub in a warm place like a bathroom is OK. An old towel can be used for it to hide out in.
- Repeat this daily until you don't see any more film on the shell.

It sounds like either a mineral deposit (calcium/magnesium from the water appears after the water evaporates) or he may be shedding a shell scute. Here's a link where you can look into both conditions: http://www.austinsturtlepage.com/Care/medshell.htm

If it's a mineral deposit, you can get a small amount of his water and let it evaporate - if what's left is the same white stuff that's on the shell, you'll know for sure that's all it was.

he has a lack of calcium. You can go to your local pet store and tell them what going on. For about ten dollars they can give you some medicine. I forgot the name of it. They will know. Or you can put him in a container full of luke warm water and 2 tablespoons of slat for 1 hour a day everyday for 10 days. Also the reason you can only see it when he is out of the water is because his shell drys out.
