If it isn't - it shoud be.
Without education - people become dependent on the system (that's those of us who ARE educated) who work and pay taxes.
So yes, I think we should be able to make it illegal.

It is not only illegal, it is extremely stupid. You've gone this far, might as well finish it off. Either that or keep practicing "Would you like fries with that order"? Trust me, you will not go far as a drop out. When it's between you and a person with a high school diploma going for the same job, who do you think will get it?
