From Windows XP... go to [START], [RUN], type CMD

A black window will come up

Type: nslookup [url]

It will tell you the IP address.

That's it!

I assume what you want is the IP address for a given URL, ie what is google's IP.

Open a dos prompt, type ping google.com. The IP that replies is the ip for that url.

Yes. Do this:

1) In Windows, click on the "Start" button
2) Choose "Run"
4) Type "cmd" and press "OK"
5) Type ping www.yahoo.com (but replace www.yahoo.com with your URL)
6) Press enter

That will give you the IP address.
