There is none. Public stock markets in Dubai and Saudi Arabia are closed to foreign investors; suffice it to say that there isn't even an MSCI index for either of those markets. The closet you can get is Jordan and Israel, although to the best of my knowledge there are no ETFs that track even those relatively open markets.
