What do you want to do there?
If you just want to sit on a beach then go to Boracay or one of the other tourist beaches. If you actually want to see the Philippines and maybe meet some real Philippino people then go to somewhere like Manila for a few days.
For my next trip there I'm going to Cebu and then I'm going to do some island hopping around the Cebu area. I'm going to mix up some city visits with some beach holidays.

BORACAY has been the tourism capital of asia, it has the whole stretch of pristine beache, clear water and one helluva night life.. (us$ 400/ person would be enough if you're a smart traveler, that will cover 3days 2nights, and all 2-way trasportation from manila)
but if you're the type of guys who would want a relaxing getaway, and want to skip the party scene:
TRY BOHOL AND PALAWAN
you can check-out PANGLAO Resorts in bohol, a budget of us$500 / person will be enough for a 3-4 day stay, it will cover a round trip transportation from manila and other side trips arount the island
or CLUB NOAH ISABEL or EL NIDO in MINILOC palawan, it will cost you more or less the same with palawan...
TIP:
buy package tours from manila, there are travel agencies in the malls that offers good package.. dont buy from the internet, the price is twice expensive.
since you're travelling in april, might as well book your trip during the Holy week season (first week) that is the most colorful festivity in every town in the philippines
one more thing if you have a fortune to spend go to AMANPULO
its a paradise on earth, it seems like you will own the island during your stay, popular celebrites like m.jackson and brad pitt-angelina jolie stayed here for their vacation... but it will cost you your limbs (http://www.amanpulo.net/offers/pulorom.htm)

A lot of best resorts in the Philippines especially in Palawan like Amanpulo, El Nido, Club Noah, Dos Palmas, Club Paradise, Coron island, etc. In Boracay too such as Fridays beach, Regency, Club Panoly, Le Soleil, Tropics, Nami, etc. Or Bohol or Cebu. It depends on your budget and expectations. Month of April is high season so the rate is quite high and the occupancy also is high. Its better you book early to get a slot. pls check my profile for further information and assistance.

BOHOL is the number one tourist destination in the Philippines for 3 years in a row already. Bohol offers white sand beaches, lots of world-class resorts in Panglao Island. They also have tours to Chocolate Hills in Carmen (www.CarmenBOHOL.com), boating in Loboc River and see the smallest monkey in the world, Tarsier.

Go to Busuanga! I think CLub Paradise is nice, but a bit expensive, but there is a hotel called El Rio y Mar across the island in the bay. They have a nicer pool there and it is quieter.
If you have money try Aman Pulo.
Boracay is overdeveloped, overcrowded, full of vendors who pester you every 25 meters and at most "average" in regards to its natural surroundings if you compare it to other more remote parts of the country.

Go to Baguio. Eat in the Slaughterhouse area in Bajaladia Restaurant. Its cheap and very Pinoy. Also dine in Cafe by the Ruin for salad and camote bread (also in Baguio). Try staying in Tam-awan Village while you're there. Stay in the Discovery Suites in Ortigas in you're staying in Metro Manila though.

PANGLAO ISLAND NATURE RESORT in panglao, bohol. i was lucky enough to stay there for a whole week. it was the most beautiful resort i've EVER been to. it's a bit pricey but worth it...so spoil yourself.
affordable alternatives are any of the many hotels/ that dot alona beach in panglao, bohol as well. send me a postcard! ;)

Try bohol island where you can visit panglao the cleanest resort in Central Visayas. I suggest you should have enlist even one security escort.
