All people who have a social insurance number (SIN) are required to file taxes in Canada. For some people they obtain their SIN as young children (especially when trusts are involved) but many do not obtain their SIN number until they start their first job. A person is not allowed to legally work (or at least get paid) until they obtain a SIN. Once that number is issued, it allows the government to track the individuals taxes and various rebates. Based on this, the percentage of people who file taxes in Canada is a bit difficult to predict with accuracy, but certainly all working Canadians, employed in Canada, are required to file tax returns.

According to the Auditor General's report:
The Canada Revenue Agency received about 24 million income tax returns from individuals in 2003–04.

There aren't any numbers available since then. Maybe they are still counting.

Of interest is that in 2001 there was a study and they found 38 million ACTIVE social insurance numbers in Canada. There aren't that many people, so they were investigating. I guess that 14 million of those people didn't file their taxes :)

Hope this helps.

I would imagine that most working Canadians file income tax returns because you have to file every year to receive such benefits as the GST credit or Child Tax Benefit.

Many, however, choose not to if they feel that they'll owe CRA at tax time. It will catch up with them (with interest). They'll eventually receive a demand to file.

I'm not sure where you'll find the statistics on that, though.
