Recycling has nothing to do with homelessness...I do believe that most recyclers (in its whole sense, recyclers tend to be in a home compared to homeless)...

If a homeless man could not dig out bottles/cans/etc. for an income, i seriously doubt that he will go rent an apartment instead. They lack the infrastructure to have a home, recycling doesn't make them want to stay homeless nor is it a viable alternative that encourages them to be in the cold, to suffer as much as they do

Even if recycling DOES encourage homelessness, I don't think it should be done away with. People are lazy and greedy and if giving people a few nickels is the only way to encourage them to recycle (and if it is financially feasible) it should be done.

In the city I'm from, you are never paid for recycling, and there are still many homeless people. I think many of these people have complex problems and that they certainly aren't all having the same problems.
