how do they determine where the super bowl will be played each year?

There is some sort of Super Bowl committee made up of NFL owners and Execs. I am not sure of the exact science involved, but I know the main points are:

1)average weather conditions (average temp 75+ degrees Faren.)

2)condition of stadium

Which is why every year the game is played in CA, FL, or a dome in the middle of nowhere.

The owners decide a few years in advance.
