You're probably thinking of the Blur song that a lot of people have already mentioned, but "In the Meantime" by Spacehog also starts out by going "Woooooooooooohoooooo." Just download the songs everyone suggests until you find what you were thinking of. It's gotta be one of those. Woooo hooooo isn't a lot to go on when you're asking for help with song lyrics.

if I am not mistaken the name of that song is Bohemian Like You from The Dandy Warhols, which was used for the Vodaphone advertisement few years ago.
