Western - A tie down, nor a standing or running martingale have anything to do with a breast collar. You can get short running martingales that attach straight to the center ring of the breast collar, but other than that there shouldn't be a relation between them.
English - A standing martingale is attached to the center ring of the breastplate and to the underneath of the nose band. The breastplate attaches with one strap to the girth and two straps to the D rings on the saddle.
Just make sure they are used and adjusted properly.

Are you talking about a standing martingale or a breastplate? The breastplate attaches to the d rings on the front of the saddle. Fit it a little loose, you don't want it to rub your horse raw. There should also be a snap to hook to the d ring on the middle of the western girth, put the strap between the legs and attach to the girth. On an english breastplate, there is a loop that the girth slides through before you tighten the girth.
A standing martingale attaches to the girth in the same manor but the reins slide through the rings...
I suggest going online and looking at tack stores, they will have pictures that show how they are to be used on the horse.

First off, there is such a thing as a breastplate with a martingale, You dan get them with interchangable attachements, or as one piece. I have a few. (GReenhawk and apple saddlery)
Second :Put the breat plate on like normal. Over hte head, two small straps attach to the saddle rings, and the large loop goes over the girth. The standing attach,emt will be on hte circl ring in the middle of hte horses chect. Place the looped end of leather on the nose band before you do it up. There you go. The standing attachement should be fairly loose, used moe the keep the nose down or eliminate rearing.

I assume you are riding english. The strap coming from the center of the breastplate attaches to the bottom of the nose band. The other straps attach to the saddle and girth.
