If your car is a 2000 model or later your computer is frozen. It sounds like your battery has frozen so you will need to have it charged . IE a boost. If the car turns over but will not start, you could have a ice in the gas lines feeding the engine.

To solve the frozen gas line problem, take a 100 watt lamp and place it on top of the engine for a couple of hours, gently close the hood and place a blanket over exposed areas of the hood to keep the heat in. Plug you block heater in as well.

If all this fails to work, you will need to have it towed in for service,

You should throw hot water on the car to see if it will start. If it doesnt, wait until it warms up a little and than try starting up the car
