c-span would be a good place to start. Also, the transcripts of speaches made before the US Legislature can be copied through the Congressional record. On the congressional record, it will help to have the date and time.

Both Barak Obama and Hillary Clinton have speeches posted at their campaign websites (found out when researching another question here). And I think if you yahoo any politician's name you'll find links to speeches. Here's a few I've found:
