the 5th fret on the A string is the exact same note as D. so tune E then tune A to E by using the 5th fret on A. so when you play E and 5th on A it is the same. then the 5th on E is the same as A so you do that. and you tune G by using the 5th fret on E

The standard tuning of a four string bass is to have your lowest string tuned to low E. Its best to get this note from another instrument, a pitch pipe, a tuning fork or even an electronic tuner (they work too but are far from the only way)

In the absense of a reference note, just start with the string loose and tighten it up to a comfortable medium tension and then tune the rest of the strings from there. Its usually best to start with your foundation note and then tune up from there.

Unless you are one of those luckies who have perfect pitch without a reference note, you're just chasing your tail.

You can tune any string any way you want, but if the tension gets too high the string's gonna break.
