is there a budding intellectual and artistic movement in America and if so where?

There's really no place that's like the laissez faire of the 1960s anywhere in the U.S. today, at least not on a large scale. And that's probably a good thing, because the self-indulgence of the Peace and Love movement ultimately became self-destructive. There are still a handful of hippie communes around, but nothing on a scale capable of sustaining intellectualism and art.

However, if you're looking for an area with a large intellectual and artistic cultural circle, check out Austin, Texas, or Santa Fe, New Mexico. Both of these have a strong artistic community, and neither has yet descended into the bitter competition that now wracks NYC and California. There are also healthy budding art movements in Seattle, Washington; Lincoln, Nebraska; and Minneapolis, Minnesota.

I would think that any town with a number of universities would be a good start. Pittsburgh, Chicago, Cleveland, Atlanta. Oklahoma City has a surprising theatre community. Very exciting.

Well, being from San Diego, the community that resembles that the most would be Ocean Beach. That place is crawling with "hippy-like" people who love art and each other.
