Jean Luc Piccard is defending an ensign, who is on trial for concealing his Romulan heritage. The woman inquisitor then starts questioning Piccard's loyalty, citing his aiding the Borg when he was assimilated.

What was the name of that episode? Can you recall the quote Piccard made that enfuriated the woman inquisitor? It was a quote the woman's father had made about "when one link in a chain ....." or something like that. It's the quote that ended the trial.

As others have stated the episode was "The Drumhead."

Picard's quote was in full:
" ' With the first link, the chain is forged. The first speech censured, the first thought forbidden, the first freedom denied, chains us all irrevocably.' Those words were uttered by Judge Aaron Satie as wisdom and warning… The first time any man's freedom is trodden on we’re all damaged."

the episode was entitled "The Drumhead". It was episode number 95 of the series and the 21ts episode of season 4 originally aired on April 29, 1991.

This is the picard quote, "With the first link, the chain is forged. The first speech censored, the first thought forbidden, the first freedom denied, chains us all irrevocably."

it was DRUM HEAD
and i think the Picard saying was like "we have no freedom, so long as one person's rights are lost", yeah it bothered that bitchy old woman lots

the other great saying in TNG was when that old bag killed the crystalline entity for killing her grandson, and when she found out Data could dredge up her son's memories, she said "i did it for him"...
and Data replied, "from what I know of your grandson, he valued your career about all. i do not think he would be pleased. i think he would be very sad.
