Is the file able to play on your computer? If you can't play the file then you should give up all hope. It could be that the file is actually broken. However, if the file plays on your computer but won't copy, then you are always able to convert it.

If the file is able to play, the best way to convert it to a format that you can burn onto a CD is to take a null audio cable, and connect it from the speaker out port on the computer, to the microphone in port. Then use a recording/encoding program to record the song while it is playing, and save it in a file. It takes a little skill and practice to do this (as well as patience). You may lose a small amount of quality in the file, but this is generally the best way to go--any technique you use is going to involve loss of quality.

Depending on the format, there may be other software tools that you can use, but most of these tools are illegal, and they are also less reliable--the null audio cable solution may lose a tiny bit of quality, but it's the best you can do.

Good luck!

It won't let you burn it for a good reason: it's illegal.

If you do manage to burn the CD then have a good time listening to it in your cell.
