Can anyone tell me what in heck this headline means?

It's from yesterday's NY Times, and I think it might be one of the most poorly worded headlines ever.

It's the Iraqis fault that the delayed US plan was used in the attack.
The Iraqis' fault was delayed in the US plan while the US were attacking.
The Iraqis' fault was delayed in the US plan while the Iraqis were attacking.
The Iraqis blame the delay of the US plan for the attack (the attack was caused by the delay). (Attack by whom, on whom?)
The Iraqis blame the US's plan, which had been delayed, for the attack. (Attack by whom, on whom?)
Take your pick, it is still unintelligible.

Wow, you have a lot of best answers....impressive.

This is another retort from the Iraq president that the US is not doing enouogh. I am tired of hearing this fellow complain about the US when our guys are dieing to save his pile of dirt called a country. We have an obsessed fool for a leader and a terribly misguided plan, but that does not diminish the dollars and lives we have spent for him.

Its a good reason to fold the tent now.
